I guess my biggest concern is recreating the mirrored db volumes and
mirrored recovery log volumes on the new box...

In the past when I have done this, I have not copied over the server
directory of the previous server.  Not sure if that will cause a problem or
not.  I have always treated it as a semi DR situation and installed TSM
fresh and performed the restore db.

You did not mention switching over your library hardware.  You didn't
mention the device configuration file, but I guess that is included in your
server directory.
