TDP for oracle set up

Client info
Oracle v9.2
TDP v 2.2.0  (64 bit api)
TSM v 4.2.2
Solaris v 2.8

Server
zOS running TSM Server 4.2.2.9

I'm trying to run TDPOCONF PASSWORD to authenticate the client to the server.
I get prompted for the password, enter it... and then get the following error 
message:
ANS0263E (RC2230) Either the dsm.sys file was not found, or the Inclexcl file 
specified in the dsm.sys was not found
Both files exist and the permissions are correct
Any help????
