I believe this is true only if you ran 'expire inventory duration=' or
the expiration was stopped with 'cancel expiration'.

If you 'cancel process', the next expiration starts at the beginning
again.

Here, if expiration does not finish, next expire picks up where the last one
left off.  Tsm v4.2.0 solaris 2.8.
