The message description outlines the possibilities, which need to be reviewed.
Though the offsite tapes have been returned, make sure that they are in a
checked-in state that allows them to be used.
Given the condition of the primary storage pool volume, it's entirely possible
that the files never could be backed up to a copy storage pool, either.  Use
the 'Query CONtent' command with COPied=ANY to check on that.
If not in copy storage pool, your only recourse is the usual strategy of
repeatedly trying Move Data on the volume, on all available drives, to see if
the data can be ultimately copied.  Beyond that, use 'Query CONtent' to see
what files are damaged and whether they just might still be on the client such
that a fresh backup will secure them after the volume is declared hopeless.
