Oracle RMAN error

We have Oracle 8.1.7.4.0 (32 bit)on AIX 4.3.3 and TDPO 2.2.1.0.
TSM server is 4.2.2.10.  The client is a new setup.  When DBA
tries to do a test backup with his RMAN script, he gets the following
error messages:

RMAN-03007: retryable error occurred during execution of command:
allocate
RMAN-10035: exception raised in RPC: ORA-19554: error allocating
device, device type: SBT_TAPE, device name:
ORA-19557: device error, device type: SBT_TAPE, device name:
ORA-19511: Unknown SBT error code = 0, errno = 0

I have run "tdpoconf showenv" and all looks good.  We have slightly
earlier versions of Oracle and TDPO on other AIX machines and it
runs o.k.  Just copied RMAN script to this machine and touched up
for this node.  Have checked a few things and all looks o.k.

Any suggestions?
