"Unavailable" tells TSM not to use the tape, so reclamation skips right
over it. Verify the tapes are in your library, update them to read-only
(or read-write), and do the "move data" process as others have described.
I'd also not trust the tapes without verifying they can take data again - a
database snapshot or exporting a nodes data (my preferred) to the tape is a
good way to do this.

Well, now that you ask I did have a problem a couple of days ago where
there
were no scratch volumes. I rectified that.
I also found that these three volumes were in the "unavailable" status (Not
sure why).
I put them back into RW status and ran a reclamation again today (60
percent
reclamation level).
For good measure, I ran an "expire inventory" after the reclamation
finished.
The volumes are still showing the low usage.
