I don't wish to point out errors, but-

on page 193 of TSM UNIX b/a 5.1:

Command line: (Initial command line only)
-preschedulecmd="quiesce database"

what happens if you move the option into the dsm.opt file rather than have
it as part of the command execution?

Well, simply, that's not an option which can be used on the command line.
The B/A manual lists what can be used where.
