Brian,

This looks like a "hung" process to me.

That message is obtained from the Domino Server
when TDP for Domino makes a Domino Server API
call that is failing.

I can't tell what operating system your
Domino Server is running on. (I see that your
TSM Server is running on 390... but I wasn't
sure what OS Domino/TDP for Domino was running on.)
Try to find a process that might be hung on the
Domino machine.  It could be an "extra" TDP process
or an "extra" logger instance (nlogasio).

Either way... it is probably best to recycle your
Domino Server, make sure any TDP and nlogasio
processes are gone at that point, restart your
Domino server, and retry the operation.
