Make sure you've set the System Varibles, configured the TSM_MGMTCLASS
parameter in the DB (Don't set the node name, password, and owner; it'll
read that from the dsm.opt), and Reboot.  I had this problem until I
rebooted so that DB2 could read the system variables...
