Tivoli keeps on promising this in future releases for Windows.

indicates:

New Management Features: 
Windows locked file access improves the availability of applications during
backup because there is no longer a need to take an application off-line to
backup files that are open/locked during the backup.

Although I don't see this mentioned as a new feature in the 5.1.5 client doc
though ...
