Do you mean to say that none of the files that were asked to be excluded in
the options file of the client were actually excluded from the TSM backup
after the Legato or Backup Exec. backup?

I've had experience with TSM together with Legato and Backup Exec.  In both
cases TSM always backed up every file after a Legato or Backup Exec backup.
I expect you'll see the same behavior after a Netbackup backup.
