I entered the command DSMSERV DISPLAY LOGVOLUMES and received this:
The log volume that I added recently is in the OFFLINE status.  What does
that mean and how can I change it to SYNC'D?

Look at your dsmserv.dsk file in /opt/tivoli/tsm/server/bin. Is it correct?
Does it have an entry for at least one of your database or recovery
volumes?
It only needs one 'cos the one db volume will tell it what the rest are.
