TCPIP Errors when RESTORING DB ON MVS

Our test TSM DATABASE crashed so we began the restore process and when it came
time to run the restore db job we encountered the following.
ANR5099E UNABLE TO INITIALIZE TCP/IP DRIVER - ERROR BINDING ACCEPTOR SOCKET 0
(RC $EQ; 0)
From the old archives the only thing I could pick up was to recycle TCPIP and
then try the restoredb again...Anyone have any suggestions? Thanks....
