OK, worked with Crystal and using their sample ODBC database, date/time
fields display correctly.
The reponse from Tivoli was less than inspiring:

Unfortunetly after further investigation the only way that I can support
this type of problem is if the customer is using TDS and has loaded the
Crystal Reports module from the TDS CD-Rom. TDS is a purchasable product
through a Tivoli Marketing Rep. I looked through four of our databases to
see if I could find a quick fix, but was not successful. The closest I can
was the date being shown as a large number (ex. 494,000,258) which was fixed
in a apar contained in the latest release of TDS.
The only advise that I can give you at this time is to pursue this through
Seagate.
