When you are going to install TSM on an cluster it you should install TSM in
the normal way for the non-cluster disks. So there is an dedicated service
running for this disks. Then for each clusterdisk you have to make an other
service in the cluster resource wich is managing that clusterdisk. The
option files should have the following options:

clusternode     yes
domain  clusterdisk
nodename        clusterresourcename

You see also the manual: Installing the Clients. You will find it on the
next URL. In appendix F there is an pritty good installation description for
MS-cluster.
