as in the readme mentioned you must set your LANG
....
The TSM Linux x86 B/A client is now enabled to handle file names using
  multibyte character sets. The characters are displayed correctly, if the
  LANG environment is set to the appropriate language.

backup on those files will fail, if LANG is not set
If LANG is not system-wide you may set it in your start-script of the scheduler 
and always define it before you use the dcmc - interactively. 
for example 
bash> export LANG=en_US; dsmc inc
