The licensing problem is a bug (APAR IC30965) that will be fixed in a future 
patch.

I'm very annoyed with that, and several other stupid bugs, that have appeared 
(and
re-appeared) in 4.2.

Get your Tivoli support to subscribe to the APAR and let you know when the 
patch is
released.
