If there is no internal label, or the internal label does not match the bar
code, or if the WRITE PROTECT thingy is set on the tape, it can cause such
problems.

1) eject one of the tapes and check the WRITE PROTECT thingy to make sure it
is NOT enabled.
2) Since you know there is no data on the tape, put it back in the library
and use LABEL LIBV to rewrite the label on it.
3) If that works, try again for the next tape.  If not, I would supect
something is wrong with it the tape itself, give that you have successfully
used others that were shipped to you in the same bunch.
