Restore of Exchange Server 5.5

Exchange won't associate mailboxes to users.

Environment:
Exchange Server Platform: NT 4.0 SP 6a.
Application:  Exchange Server 5.5 fixpack 4.
TSM Server Platform:  NT 4.0 SP 6a.
TSM Server:  3.7.4
TSM Client:  3.7.2
TDP for Exchange:  1.1.1.01

This is how we do our nightly backups:
"C:\Program Files\Tivoli\TSM\Agentexc\excdsmc" /backup:dir,full
"C:\Program Files\Tivoli\TSM\Agentexc\excdsmc" /backup:is,full
"C:\Program Files\Tivoli\TSM\Agentexc\excdsmc" /adsmautodelete:* /ifolder:20

This script is left over from our ADSM days, but should work with this
version of TDP for Exchange.  I monitor the "excdsm.log" to watch for
errors, but all appears to be fine.  Below is and excerpt from that log that
describes a typical night of backups.

Here's the story.  Our exchange server crashed due to a hardware failure.
We rebuilt a new server using the same server name and IP information,
installed Exchange server 5.5 with fixpacks, and did our restore of both the
IS and Directory from the TDP GUI.

The restore would only work if we restored the Directory and IS as separate
processes.  After the restore process we started all of the Exchange
Services.  The Directory and Information Store services took a little longer
than usual to start, but they did start.

The problem with the restore was that when we went into Exchange
Administrator, the mailboxes were visible in the mailbox resources
container, but they didn't show in the Recipients container.  When trying to
access these mailboxes Exchange wouldn't let us view anything due to a
replication going on.  We let this go all night, but the next morning
nothing had changed.  Our Exchange Administrator says that the backups were
bad, or our restore was done incorrectly.  Ideally I would like to solve
this problem and let the Exchange Administrator know that the backups are
fine, but what I would settle for is information on how to correctly backup
and restore Exchange.
