we had a very similar problem after i upgraded from ADSM 3.1 to TSM 4.1

>08/08/01   09:10:22      ANR8447E No drives are currently available in
library  3494tld

the explanation seems to be that there are no old 3590B-drives available!!

history:
we upgraded our drives from 3590B to 3590E 6 month ago with normal
procedure of updating all to RO and migrating/moving them (with ADSM31)

and now with TSM41 the library could mount scratch (ie for DB backup)
but no privates. after setting all tapes to RO it worked fine.

so it seems to me a bug in the ADSM31 ( or TSM41?) that there is some info
on the tape that it was once written with 3590B-drives although the last
use was already under 3590E and ADSM didn't bother this info but TSM uses
it.

thats my explanation at least in our environment (AIX43, 3494).
