Per the "Summary of Changes for Tivoli Storage Manager Version 4" section of
the "Quick Start" manual, the "Changes for Version 4 Release 2 - June 2001"
topic lists:

        Maximum Size of the Recovery Log Increased
                The maximum size of the recovery log is increased to 13GB.
Significantly
                increasing the size of your recovery log could also
significantly increase the time
                required to restart the server, to back up the database, and
to restore the database.
