only a suggestion:
on a TSM Server on WinNT 4/5 install the TSM ODBC driver.
create the necessary ODBC configuration to access the TSM database.
test the connectivity on the server system.
install the current ActiveState Perl release and upgrade the ODBC
components, if necessary.
test local Perl::DBI connectivity as suggested by Gerhard Rentschler.
setup an Perl::DBI::ProxyServer !
connect from any system that runs a current perl implementation using
Perl::DBI::Proxy.
Did you ever try this kind of setup ?
I have a PostgreSQL database on AIX and i connect to the database by using
this kind of DBI::Proxy setup. I think this should work for TSM database
connectivity if any ODBC-related problems have been eliminated.
