The Oracle TDP for Unix manual says that because the TSM API is employed,
environment variables may specify the location of client option files
other than those used by the standard clients.  In particular, DSMI_DIR
points to the dsm.sys to use.  Further, the manual specifies that the
management class specification should be on an Include that is coded in
an inclexcl file, rather than dsm.sys itself.  Have a look at those
factors in your situation.
