John - Given the intent of a restricted environment, I think the best approach
       would be "push" rather than "pull".  That is, systems wanting you to see
their data should provide it to you.  Having them send it to your system via
email is the simplest method, but clunky and dicey for large files.  The optimum
method would be for them to copy the files to an AFS or NFS file system that is
served to them either by your server, or some neutral file server, from which
you can pick them up for processing according to identifiable directory and file
names.

This sounds like the kind of Enterprise Management issue for which Tivoli as
a company may have an answer in one of their products.
