You may need firmware upgrade, for the extended-length tapes; also, (check
README files) you may need Atape 6.x to match with the firmware change...
just a couple ideas.
I think Label Libv is a single-thread/process command; if you want to use
more than one drive, try issuing the command twice(?)... assuming you are
using barcodes for -labelsource, of course.

Subject: 3590k's
I have two questions. First, I running adsm 3.1.2.58 with atape 5.0.2.0
and atldd 4.0.7. I tried to initialize the 3590 extended tapes and label
them and receive only IO errors. Initialized some J's as well and they
initialized fine. Anyone seen this or have a similar problem?
ANR0985I Process 328853 for LABEL LIBVOLUME running in the BACKROUND
completed with the completion state FAILURE at 18:34:31
ANR9999D mmsflag.c(4547): Operation 004c6D32 failed with Command Reject.
ANR8301E I/O error on library TAPELIB (op=004C6D32, sense=00.00.00.27)
ANR8310E An I/O error occurred while accessing library TAPELIB.
One thing I noticed during initializing and labelling the tapes is that the
3494 only uses one tape drive at a time. Only one tape is loaded at a
time. Am I missing some parameter or something that will tell it use two
drives?
Thank You.
