pct_utilized vs pct_reclaim

Subject: pct_utilized vs pct_reclaim

When looking at the following volume info note that pct_utilized and
pct_reclaim added together do not total 100%. Which of the two numbers
might be the most accurtate?

 VOLUME_NAME: J00176
PCT_UTILIZED: 16.5
      STATUS: FULL
STGPOOL_NAME: DISASTER_RECOVERY
 PCT_RECLAIM: 85.1

 VOLUME_NAME: J00205
PCT_UTILIZED: 25.3
      STATUS: FULL
STGPOOL_NAME: DISASTER_RECOVERY
 PCT_RECLAIM: 85.2
