That would be APAR IC24321, which describes Restore Order processing.  (See
that entry in http://people.bu.edu/rbs/ADSM.QuickFacts.)  It means that the
ADSMv3 or later client creates an interim directory structure and
restore/retrieves the actual directory informatoin whenever it encounters them
within the restore order (the order in which data appears on the backup
media).  This applies largely to the Windows environment, with its data-rich
directory info, whereas for most Unix systems the directory info is basic and
is stored in the *SM database.
