It looks as if everything is working fine, when you say you reissue your
backup db command it is using the 4 tapes that are scratch and then there
are no more scratch tapes available. This is were the error you see comes in
to the picture.( Why are you running the backup db command multiple times)

If you do a Query Libvol command do you see any scratch tapes available. If
not then you need to label and checkin more tapes.

If you do a Query Volhist command and see that tapes 1,2,3,4 are all db
backup tapes then this is proof as well that your 4 db backup commands ran
ok.
