You're barking up the wrong tree on reclaims.
ADSM uses the onsite tape pool to do reclaims for offsite tape pools.
When a tape in the offsite pool becomes eligible for reclaim, ADSM finds the
ONSITE copy of the data, copies it out to a new COPYPOOL tape.  Then the
offsite tape will switch automatically from VAULT status to VAULTRETRIEVE,
which tells you its ready to come back onsite.
And the new COPYPOOL tape will go to VAULT status the next time you run MOVE
DRMEDIA, and go offsite.
