But I should have also added:

NOTHING will make *SM back up a file that Windows has opened with the
EXCLUSIVE atttribute.
EXCHANGE opens .pst files with EXCLUSIVE.

As a rule of thumb, if you cant COPY the file with a simple windows GUI
COPY, then *SM can't read it, either.

This is just an ugly problem for EXCHANGE users.
Some possible (although not very satisfying) workarounds:

Educate your users that they can't backup .pst files while exchange is
open
For WinNT, schedule backups to run overnight, educate users to LOG OFF but
stay powered on when they leave
Put the .pst files on a network file server that is backed up in the
middle of the night when most users are gone
Send out messages via email to people whose .pst files failed backup
