This will depend on your environment, but in ours which is  OS390/ADSM we use a
combination of rexx, netview and
infoman for alerting to problems with ADSM, raising problem records and sending
them to the correct groups for action.
This includes alerting our operations group if a scheduled backup is over an
hour late, so they can kick off a manual backup
if necessary.
If your setup is less sophisticated the output from a query event
EXceptionsonly=yes run at regular intervals is a good starting point
