Note that when you run a checkout to a bulk I/O and it isn't available
sometimes the volume will be checked out but put back or left in a slot in
the library.  To *SM it is checked out.  When this happens there is a
message you get in the act log.  The text is something like "Please remove
volume XYZ from slot XYZ at your convenience.
