I would say this is normal. It will mount older tapes since that's where
the client's data was stored first. It will mount newer tapes to get
incremental data that arrived recently.
If you are running TSM 3.7, you could have used backupsets to do this. \
What you are doing will be faster than restoring over your slower WAN, but
could still take awhile.
