Yes, 3.1 clients can backup to a 3.7 server.  That is supported.
Unfortunately what isn't supported is the new 3.7 client functions
on older OSes.  In my opinion though, some of the OSes they
didn't migrate to 3.7 are still pretty popular: HP-UX 10.20, AIX
4.2.1, Solaris 2.6, the list goes on...
