It's not hard, but it is a two-step process.

1) Change the library definition in your device config file to 'manual' and
do your database reload
2) After starting the ADSM server -- you need to delete the drives, delete
the library, re-define the library as a manual library, and add the drives
back in.

I've an STK9710 with 9 DLT-7000 drives here; at the D/R center, I've got 6
DLT-7000 drives and no library.

Works just fine (although you may need to bump the time-out process up . .
