Terry - this file is part of the fileset X11.Dt.Tooltalk which is part of
the CDE. You should find this fileset on your AIX installation CD.
If you're running a fairly recent level of AIX, you can install the
filesets bos.rte.install and and bos.content_list, then you get a nifty
command /usr/sbin/which_fileset. Eg on my system:
# which_fileset libtt.a
/usr/dt/lib/libtt.a X11.Dt.Tooltalk 4.3.2.0
/usr/lib/libtt.a -> /usr/dt/lib/libtt.a X11.Dt.Tooltalk 4.3.2.0
