I was restoring to a recovery server, but it may have had existing
transaction logs. Since this was only a recovery server I was able to
delete the transaction logs.
I followed the following procedure and it seemed to work:
Stop IS.
Delete all transaction logs, pat, and chk files for the IS.
Restore only the Public IS.
This worked out ok.
