TDP for Domino for NT archived logs

I am currently testing the TDP agent for Domino for NT.   Can someone tell
me how the agent determines
when a transaction log is available for backup.  It seems a transaction log
must be filled or not needed by
Domino for the agent to back it up.  Can the agent backup transaction logs
which are not filled?
