I've seen this happen,,, if you use a slightly different format (or correct
the spelling) of the cmd, it should work --- try ...

reg lic file(1client.lic)

to see it increment by one;  if that works, then either the other file does
not exist, or you typed it wrong.  If this does not work, you could just
copy-and-paste from a notepad view of the xxx.lic file.
