Perhaps you could provide an end time to your query that is earlier than the
current time.  There is an undocumented show time command that will yield
the current server time.

All of this is a hack as there are all kinds of problems with query actlog
and the output it provides.  Your best bet is to upgrade to a version that
support the select statement and gather your information that way.  That is
the only relatively safe and consistent way to do what you need to do.
However, even that is somewhat risky as we recently experienced a column
name change within the database at TSM 3.7.1 that broke some of our stuff.
