Wonders will never cease - I've fixed my own problem.  Turns out that it
was a mismatch in duplex between the client and the 100Mb ether-switch.

Still, it's a weird error message.  I'd send something in to <whomever>
about it, but Tivoli can't figure out how to charge EDU sites yet.
