Carl,

SQL 7.0 support was added to the SQL Agent in the first
PTF (IP21419), also known as Version 1.1.1.
SQL 7.0 was not supported in the GA version (1.1.0).

To get the PTF, try:

     ftp://index.storsys.ibm.com/adsm/fixes/agents/ntsql/v1r1/


To get the fixtest that DeAndrea is referring to try:

     ftp://index.storsys.ibm.com/adsm/fixtest/agents/ntsql/v1r1/

Either one will work with SQL 7.0.
