The Pct Migr for a sequential stg pool shows the Pct of assigned(max scratch)
volumes currently used within the stg pool. So if you have 10 tapes assigned (or
maxscratch) volumes in a pool and you use 7 of them you will have PCT Migr at a
value of 70.

utilized to be less than the percent migratable.
