The offsite state is not available for primary storage pools. You should run 
your time-controlled archives or version-controlled backups, check them out and 
update the volume status to unavailable, which is the closest state to the 
"offsite" state. When data expires, move them back and update their state to 
readwrite. This is not the most elegant solution.
