Yes, you are definitely on the right track.  This topic was discussed
in detail about 1-2 months ago.

Take a look at www.adsm.org for the general consensus.

In a nutshell most people on the list do not recommend Seagate's
Storage Migrator and are waiting for Windows 2000's built-in HSM
feature.
