I'm not familiar with the configuration of the 9730, but here's a shot:

If you are specifying a particular volser, then you don't "search" - search
tells it to checkin any volser it finds.
If the tape is already in the library, try just this much:

checkin libv stk9730 000139 status=scratch

If the tape is in a bulk I/O door, try leaving off the volser:
checkin libv stk9730 search=bulk status=scratch checklabel=barcode
