We are running AIX 4.2.1 and we have excludes as this

* file exclude
exclude /unix
exclude /.../core
* recursive exclude
exclude /usr/include/.../*
exclude /usr/dt/.../*

It appears that you have tried that format.
It does work on our systems.

Server 3.1.2.40
Clients 3.1.0.6
