exclude parms on HP-UX

Once again, some EXCLUDE statements are making my job harder than it needs
to be. A client's machine running HP-UX B.10.2 and ADSM client V3.1.0.3 is
absolutely ignoring the following EXCLUDE statements during each backup:

exclude.fs /cabs?/data/.../*
exclude.fs /cabs?/tmp/.../*
exclude.fs /ems?/data/.../*
exclude.fs /ems?/tmp/.../*

I've tried everything but the kitchen sink in the statements to make them
work, but so far, nothing. These filespaces do indeed exist, and the only
difference in each name of the several dozen filespaces is the 5th
letter/number. EXCLUDE.DIR, single or double quotes, EXCLUDE only, and a
variety of *.* and /* variables have been used, and still nothing. The
scheduler has been stopped and restarted each time a change has been tried,
and still nothing.

I don't see where the syntax or the statement itself could be a problem, but
the amount of data that these EXCLUDES would take care of would really make
a difference in total backup time, etc.

Any insights are appreciated.
