it's no problem to set max scr to far more tapes than you really have
in your library (at least under V2). Percent utilized is calculated upon
the max scr value and not neccessarily what you have in your lib
(again, at least under V2).

SOOO..., please check that you have at least 1 empty (or partial empty)
tape in the lib.
