hello andrew,
how familiar are you with adsm
using the adsm client GUI
pick the backup label
the click on the local drives
then open the directory until you see /etc
then choose the grey button make it yellow and start backup

using the commandline
just type
dsmc i /etc/* -subdir=no

or
dsmc s /etc/*

and i think it will do
